Has CPT Ended? What International Students Need to Know

Oct 12
7 min read

No. Curricular Practical Training (CPT) has not ended.

All six universities partnered with Howell Management Services (HMS) continue to offer programs with an integral practicum component.

The August 12 SEVP Broadcast Message has generated questions and confusion among international students and universities. Although the message did not amend the federal regulation governing CPT, it communicated a narrower interpretation of what the Student and Exchange Visitor Program (SEVP) expects universities to demonstrate when authorizing practical training.

Following the broadcast, some universities paused CPT authorization while reviewing their academic programs and compliance procedures.

HMS partner universities continue to offer programs that incorporate an integral practicum into the curriculum. In these programs, the practicum is a required academic component, not an optional employment benefit available only to students seeking CPT.

For international students considering graduate study in the United States, understanding this distinction is essential.

What Did the August 12 SEVP Broadcast Message Say?

The August 12 SEVP Broadcast Message addressed how universities should evaluate whether practical training qualifies as an integral part of an established curriculum.

The governing regulation, 8 C.F.R. § 214.2(f)(10)(i), permits CPT when the training is an integral part of an established curriculum. The broadcast did not amend this regulation.

However, the message communicated a narrower enforcement interpretation. In particular, Action Item #2 instructed designated school officials (DSOs) to authorize CPT only when the absence of the practical training would make attainment of the degree impossible and the associated training is required for all students pursuing that degree.

These specific formulations do not appear expressly in the text of the regulation. Nevertheless, they represent SEVP's stated enforcement expectations and have prompted universities to review their curricula, academic requirements, and CPT documentation.

As a result, some institutions have paused CPT authorization while determining whether their programs and supporting documentation meet these expectations.

This does not mean CPT has ended. It means that universities must carefully evaluate how practical training is incorporated into their academic programs and how that relationship is documented.

Why Is a Required Practicum Important for CPT?

One of the most significant aspects of the SEVP broadcast is its emphasis on whether practical training is required for every student pursuing the applicable degree.

There is an important distinction between a program that offers practical training as an optional opportunity and one in which the practicum is a mandatory academic requirement.

At HMS partner universities, the applicable programs incorporate an integral practicum into the curriculum. Students enrolled in these programs are required to participate in the practicum as part of their academic studies.

The practicum is not created specifically for international students seeking CPT authorization. Rather, it is an established component of the academic program.

This distinction is important because the academic purpose of the practicum exists independently of an individual student's immigration status or desire to participate in employment.

For eligible F-1 students, CPT authorization provides a means of completing qualifying practical training in accordance with the applicable regulations and university procedures.

How Does a Required Practicum Support Academic Learning?

A properly designed practicum connects academic instruction with practical application in a professional setting related to the student's field of study.

This integration allows students to apply theories, concepts, and methods learned through coursework to real-world situations. Practical experience can deepen students' understanding of academic material while developing competencies relevant to their discipline.

The relationship between coursework and practical experience can also create a continuous learning process:

  • Learn: Students develop foundational knowledge through academic instruction.

  • Apply: Students use that knowledge in relevant professional settings.

  • Reflect: Students evaluate practical experiences through academic concepts and frameworks.

  • Integrate: Students connect their experiences with further coursework, assignments, and learning outcomes.

Faculty oversight, academic assessment, and clearly defined learning objectives help establish the relationship between practical training and the degree program.

The practicum is therefore more than an opportunity to gain work experience. It is a structured educational component intended to support the student's academic development.

Are HMS Partner Universities Still Offering CPT From The First Semester?

Yes. All six HMS partner universities continue to offer programs with an integral practicum component. Because the practicum is a required part of the curriculum, eligible students who secure qualifying employment can obtain CPT authorization from the first day of the semester, subject to the university’s authorization procedures.

The practicum is an established part of the applicable academic curricula, and participation is required of students enrolled in those programs.

HMS partner universities have maintained their established approach to integrating practical training into the academic experience. The August 12 broadcast did not cause these universities to discontinue their integral practicum programs.

Students should understand, however, that the availability of CPT from the beginning of a semester does not eliminate the need to satisfy individual eligibility requirements or complete the university's authorization process.

What Does “CPT From Day One” Mean?

CPT from day one generally refers to a program in which eligible students may receive CPT authorization beginning with their first academic semester.

It does not mean that students can begin working immediately upon admission or that authorization is automatic.

Before beginning employment, students must:

  1. Meet the applicable F-1 and CPT eligibility requirements.

  2. Be properly enrolled in the academic program.

  3. Complete the university's required practical training procedures.

  4. Receive CPT authorization from their designated school official, reflected on their Form I-20.

The authorized employment must comply with the dates, employer information, and other conditions specified in the student's CPT authorization.

Students should confirm their individual circumstances and authorization dates with their university's DSO.

Why Have Some Universities Paused CPT?

Following the August 12 broadcast, some universities reviewed their CPT programs in response to SEVP's stated enforcement expectations.

These reviews may involve examining whether practical training is a mandatory degree requirement, whether students can graduate without completing it, and whether academic records consistently document its role in the curriculum.

Universities may also review course descriptions, syllabi, learning outcomes, faculty oversight, academic credit, and procedures for evaluating and documenting successful completion of the practicum.

These considerations help explain why some institutions have paused CPT authorization.

However, a pause at one university does not establish that CPT has ended nationally or that every university offering CPT must discontinue it.

International students should evaluate the specific academic program they intend to attend and obtain clear information about its curriculum, practical training requirements, and CPT authorization procedures.

How Can International Students Evaluate a CPT Program?

Students considering a graduate program that incorporates CPT should look beyond the advertised availability of practical training.

Important questions include:

  • Is the practicum required? Determine whether all students in the applicable degree program must complete it.

  • Is it a graduation requirement? Ask how the practicum fits into the degree requirements and how completion is documented.

  • How is the practicum connected to coursework? Understand the academic objectives, learning outcomes, and relationship between theory and practice.

  • When can CPT begin? Confirm the program's CPT timeline and the steps required before employment.

  • What documentation is required? Understand the university's application, enrollment, and authorization procedures.

Students should seek answers directly from the university and review official academic materials where available.

How HMS Supports International Students

Howell Management Services works with accredited U.S. universities to help international students identify graduate programs aligned with their academic backgrounds and professional goals.

HMS partners with six universities that offer programs incorporating an integral practicum into the academic experience. These programs provide eligible students with opportunities to connect graduate-level learning with practical experience in their fields of study.

The practicum is a required component of the applicable programs, rather than an optional employment opportunity created specifically for students seeking CPT.

HMS continues to support international students through program information, application assistance, and the admissions process.

Students can explore available programs, review admission requirements, and learn more about the application process at Howell Management Services.

Frequently Asked Questions About CPT in 2026

Has CPT ended in the United States?

No. Curricular Practical Training remains available to eligible F-1 students under 8 C.F.R. § 214.2(f)(10)(i). The August 12 SEVP Broadcast Message did not amend the regulation, although it communicated narrower enforcement expectations concerning the relationship between practical training and the curriculum.

Did the August 12 SEVP broadcast ban Day 1 CPT?

No. The broadcast did not eliminate CPT nationwide. It clarified SEVP's enforcement expectations, prompting some universities to review or pause their CPT authorization practices.

Is CPT still available from the first day of the semester?

Yes. HMS partner universities continue to offer applicable programs that support CPT from the first day of the semester for eligible students. Students must complete the university's required procedures and receive authorization before beginning employment.

Why does SEVP emphasize that practical training must be required for all students?

The August 12 broadcast emphasized that practical training should be required for all students pursuing the applicable degree. This distinguishes an established academic requirement from an optional employment opportunity offered to students who want CPT.

Is the practicum required at HMS partner universities?

The applicable HMS partner university programs incorporate a required practicum into their curricula. Students enrolled in these programs must participate in the practicum as part of their academic requirements.

Does a required practicum guarantee CPT authorization?

No. A required practicum is an important aspect of the academic program, but it does not automatically establish an individual student's eligibility for CPT. Students must meet the applicable requirements and receive authorization from their university before beginning employment.

Can I begin working as soon as I am admitted?

No. Admission alone does not authorize employment. Students must complete the required procedures and receive appropriate CPT authorization before beginning work.

Is CPT the same as Optional Practical Training (OPT)?

No. CPT and OPT are separate forms of practical training for eligible F-1 students. CPT is connected to the curriculum and authorized through the student's school. OPT is subject to separate eligibility requirements and employment authorization procedures.

The Bottom Line: CPT Has Not Ended

CPT remains available to eligible international students. All six HMS partner universities continue to offer programs with an integral practicum component, including programs that support CPT from the first day of the semester.

The August 12 SEVP Broadcast Message did not amend the CPT regulation. It did, however, communicate a narrower enforcement interpretation that has prompted some universities to review or pause their CPT authorization practices.

The central distinction is whether practical training is an established, required component of the academic curriculum—not simply an employment opportunity offered to students who wish to participate.

At HMS partner universities, the practicum is a required academic component of the applicable programs. Students who are considering these programs should review the academic requirements, confirm their individual eligibility, and complete all required authorization procedures before beginning employment.
